Our standard

We aim for this site to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. Ontario’s Accessibility for Ontarians with Disabilities Act references WCAG 2.0 Level AA and the United States Department of Justice’s ADA web rule references WCAG 2.1 Level AA; version 2.2 builds on both.

What we have done

• Every page uses proper headings, landmarks and a skip link, so screen readers and keyboard users can move straight to what they came for.
• Everything works from the keyboard, with a visible focus outline on every link, button and field, and nothing that traps focus.
• Text keeps at least 4.5:1 contrast against its background, and form fields and controls keep at least a 3:1 boundary.
• Text can be enlarged to 200% and the layout reflows down to a 320-pixel-wide screen without sideways scrolling.
• Forms have visible labels, errors are written next to the field they belong to and announced to screen readers, and nothing on the site is timed.
• Motion respects your operating system’s reduced-motion setting, and the home page has a Pause motion button that stops the animated scene and every looping animation.
• The Scout chat assistant is a proper dialog: it opens and closes from the keyboard, Escape closes it, and focus returns to where you were.
• There is no audio, and no video with sound; nothing plays sound on its own.

What we know is not perfect

• The animated scene on the home page is decorative. It is hidden from assistive technology and can be paused, but it has not yet been reviewed by people who use screen magnifiers day to day.
• Our testing so far is our own, described below. We have not yet commissioned an independent audit or tested with a full range of screen readers, and we would rather say so than claim otherwise.

How we test

The site was last checked on 15 September 2026: automated checks with axe-core 4.10 on every page at desktop and phone sizes, a manual keyboard walk-through of every page, contrast measured on the rendered pages, and text-spacing and 320-pixel reflow checks, all in Microsoft Edge on Windows. The same checks are part of how we release changes to the site.
